Government Contract Alerts — Privacy Policy

Last updated: 29 October 2026 · Package: com.ibrahimtxy.samgov · Developer: bulbildir

In short: the developer collects no personal data, the app does not ask you to create an account and sends nothing to any server of ours — we do not operate one. Everything you enter stays on your phone. The free tier shows Google AdMob ads (every format is listed in §5); the Google Mobile Ads SDK that serves them collects and shares with Google the IP address, app interactions, diagnostic information and device identifiers, including the advertising ID (§5). Paid members see no ads and no ad request is made at all. The developer uses no analytics and no crash reporting.

1. What the app does

Government Contract Alerts checks newly posted public contract opportunities in the US, the EU and the UK on the SAM.gov opportunity search, the TED notice search and the Contracts Finder open feed at an interval you choose, and sends a notification to your phone when an opportunity matching your filter is posted. An example watch: network access control, NAICS 541512.

The app never buys, reserves or holds anything. It points you at the official notice page on SAM.gov, TED or Contracts Finder; you act there yourself.

2. Data we collect

The developer collects none. We run no server and receive nothing from your device — not your watches, not your device identifier, not your usage, not crash reports.

The one exception is advertising, and the developer does not process that either: in the free tier Google serves the ads and may use your device's advertising ID (AAID) and IP address. See §5.

3. What is stored on your device

The watches you create (US: phrase, NAICS codes, states, set-asides, notice stage; EU: CPV codes, countries, notice type, keyword, euro floor; UK: phrase, stage, category, SME / VCSE choice, pound floor), your interval setting, the records already seen (their IDs with status and price, up to 500 per watch) so the app does not repeat itself, the recent finds (up to 20 per watch: title, second line, status or price and its previous value, link and the time found), shown under the watch as Recent finds and deleted with the watch, and the measured data usage. All of it lives in the app's private storage and is deleted when you uninstall the app.

4. Servers the app talks to

The app connects ONLY to SAM.gov's public opportunity search, the TED public search run by the Publications Office of the European Union and the Contracts Finder open feed published under the Open Government Licence. There is no account and no sign-in. The addresses are:

These requests are ordinary public web requests over HTTPS, the same ones your browser makes on the public SAM.gov, TED and Contracts Finder notice lists. They carry no identifier of you.

5. Advertising

This section applies to version 0.1.0 and later. Earlier versions show no ads, contain no advertising library and read no advertising ID.

The free tier shows ads. They are served by Google AdMob; the developer does not choose what is shown and has no direct relationship with advertisers. The formats used are:

Interstitial, rewarded interstitial and app open ads are no longer used; versions of the app released before 28 October 2026 also showed these formats.

There is no analytics (Firebase Analytics and the like), no crash reporting (Crashlytics and the like) and no marketing tracker. How you use the app is never reported to the developer.

6. Permissions

PermissionWhy
ACCESS_NETWORK_STATETo avoid pointless attempts while offline, and to tell mobile data from Wi-Fi.
INTERNETTo reach the public SAM.gov, TED and Contracts Finder notice lists.
POST_NOTIFICATIONSTo tell you a matching opportunity was posted. That is the whole app.
READ_BASIC_PHONE_STATESo the ads library can tell Wi-Fi from mobile data. It grants no access to your phone number, IMEI or call log; the app does not declare it, the ads library adds it.
RECEIVE_BOOT_COMPLETEDSo your watches resume after the phone restarts.
VIBRATETo vibrate when a notification arrives.
WAKE_LOCKSo the phone does not fall asleep in the middle of a check. The app does not ask for this itself; the background work library (Android Jetpack WorkManager) adds it.
BILLINGSo you can buy a paid membership through Google Play. The app does not declare this permission itself; the Google Play Billing library adds it. Your payment details (card, address, invoice) never reach the app and are never seen or stored by it — Google Play takes the payment. All the app learns is whether your membership is active.
AD_IDAds in the free tier are served by Google AdMob, which may read the device advertising ID (AAID). The app does not declare this permission itself; the ads library adds it. Paid members make no ad request at all. You can reset or delete the ID in Settings › Google › Ads.

7. Payment and membership

If you buy a paid membership, the payment is handled by Google Play. Your card details are never entered into the app and are never seen by the developer.

Monthly and yearly memberships renew automatically; Google Play charges your account at the start of each period. The lifetime membership is a one-off purchase and does not renew. You can cancel a subscription at any time in Google Play Store › Menu › Subscriptions; cancelling takes effect at the end of the period you have already paid for. Refunds are also handled by Google Play — the developer has no access to the payment.

The app has no server of its own. Whether your membership is active is read again every time the app asks Google Play (when you open the app and when you view the membership screen). That is why a cancellation or refund closes the membership the next time you open the app. If you changed device, Restore purchases on the membership screen brings back a purchase made with the same Google account.

8. Children

The app is not directed to children. The developer collects no data from anyone; the advertising data described in §5 is processed by Google.

9. Keeping and deleting your data

Everything the app stores stays on your device; there is no account and no server copy. Deleting a watch removes it immediately. Clearing the app’s storage, or uninstalling the app, deletes everything it has ever kept — nothing survives elsewhere, so there is no separate deletion request to make. A paid membership is held by Google Play, not by the app: it survives reinstalling and can be brought back with Restore purchases.

10. Changes

If this policy changes, the date at the top changes with it.

12. This app in detail

The sections above apply to every app by this developer. What follows is written for this app only and describes exactly what it records, what it never records and what it will not claim.

Important: This app never signs in to SAM.gov, TED or Contracts Finder, never submits a bid, a tender, an offer or an expression of interest, and never downloads solicitation or tender documents. It reads public notice lists, tells you when a notice matches your filter, and links you to the official notice. It never asks for your company name, CAGE code, UEI, company registration or any personal detail.

Government Contract Alerts checks newly posted public contract opportunities at an interval you choose and sends a notification to your phone when a notice matching one of your filters is posted. Each filter reads one of three public sources: US federal opportunities on the public SAM.gov opportunity search, EU notices on the open TED (Tenders Electronic Daily) search, or UK notices on the open Contracts Finder feed.

• US (SAM.gov): a filter is any combination of NAICS codes, place-of-performance states and one exact phrase, and can be narrowed to small-business set-asides (such as 8(a), HUBZone, SDVOSB or WOSB) and a notice stage. These go to SAM.gov's public search as the query; the exact phrase is checked again on the phone. An example filter: NAICS 541511, Virginia, "cyber security".
• EU (TED): a filter is made of CPV codes, buyer countries, a notice type (open calls or awards) and an optional keyword. These go to TED's public search as the query. The optional euro value floor is applied on the phone: it hides a notice only when TED states its value in euros and that value is below your minimum. A notice with no published value, or with a value in another currency, is never hidden, and no currency is ever converted.
• UK (Contracts Finder): each check downloads the newest notices of the stage you watch (open opportunities or awarded contracts) from the last four days. The feed was measured to ignore keyword searches, so only the stage and the date window are sent. Your phrase, your category choice (works, goods or services), your SME / VCSE suitability choice and your minimum value in pounds are applied on the phone after the download and stay on the phone. A notice with no published value is never hidden by the minimum.

The app never bids, reserves or commits to anything. It points you at the official notice page; you act there yourself.

The developer collects none. We run no server and receive nothing from your device — not your filters, not your device identifier, not your usage, not crash reports.

Stored on your device: the filters you create (for each region, the fields listed above, plus the cancellation alert of a US filter), your interval setting, the US notices you asked to be reminded about (title, solicitation number and response deadline, when you added them and whether the reminder was sent), the EU and UK notices you save (as they were when you saved them: title, buyer, closing date, value, winner, notice number and link, and for a UK notice also the buyer's description shortened to 1,000 characters, contract dates, category, suitability answer, procedure and CPV), how many days ahead to remind you and the day each reminder was sent, the status you give a saved or reminded notice (Reviewing, Preparing bid, Bid submitted, Won, Lost or Passed) and your own note on it (up to 300 characters), the last change a check saw on a saved notice and whether a US notice was cancelled, the notices already seen so the app does not tell you twice, and the measured data usage. All of it lives in the app's private storage and is deleted when you uninstall the app.

A reminder before a deadline or a closing date is worked out on the phone from the date saved with the notice and makes no network request; a notice you mark Won, Lost or Passed, a cancelled US notice and a UK notice whose status became cancelled, withdrawn, unsuccessful or complete get no reminder. When a check (scheduled, or Check now) downloads a notice you saved and its date or status differs from your saved copy, the app updates the copy, moves its reminder to the new date and shows one notification; it uses only what that check already downloaded and makes no extra request. When you tap Share on a notice, Android's share sheet hands what the source published (its title, notice type or buyer, closing or response date, winners, notice number and official link) to the app you pick; this app chooses no recipient and transmits nothing itself. Your status and note are never part of what is shared.

Export and backup, only when you ask: Save as spreadsheet writes a CSV file, and Save as PDF a PDF file, of your saved notices, with your statuses and notes, to the place you pick in Android's file dialog; E-mail or share hands a plain-text list (title, source, notice number, closing date and link, without your statuses and notes) to the app you pick. Back up writes one file with your filters and your saved and reminded notices, with their statuses and notes, to the place you pick; Restore reads such a file and replaces your filters and saved notices with its contents. The app needs no permission for this, keeps no copy anywhere else and sends the file to no one; the files are yours, and uninstalling the app does not delete them.

Requests: to SAM.gov, the opportunity search (on each scheduled check and when you tap Check now) and, only when you open a US notice, that one notice's public record; to TED, the notice search; to Contracts Finder, the notice feed of the stage you watch, downloaded once per stage per check for all your UK filters. Notice pages and the Open Government Licence page open in your browser only when you tap them. These are ordinary public web requests over HTTPS, the same ones your browser makes on the public sites. They carry no identifier of you.

• Rewarded — only when you tap the offer yourself; it
grants temporary extra filter slots.

• Native — a card inside your filter list, always marked
with an “Ad” label.

Your payment details (card, address, invoice) never reach the app and are never seen or stored by it — Google Play takes the payment. All the app learns is whether your membership is active.
– AD_ID — Ads in the free tier are served by Google AdMob, which may read the device advertising ID (AAID). The app does not declare this permission itself; the ads library adds it. Paid members make no ad request at all. You can reset or delete the ID in Settings › Google › Ads.

Accuracy and independence

This app is not the official app of SAM.gov, TED or Contracts Finder and is not affiliated with the US General Services Administration, the Publications Office of the European Union, the Cabinet Office, Crown Commercial Service or any agency, contracting authority or buying office. UK notices contain public sector information licensed under the Open Government Licence v3.0. Notice titles, buyers, deadlines, set-asides, codes and values are shown exactly as published; the app never calculates, adjusts, converts or estimates any of them. Always confirm the notice on the official site before acting on it — the official notice, not this app, is the record.

Keeping and deleting your data

Everything the app stores stays on your device, apart from files you export or back up yourself; there is no account and no server copy. Deleting a filter removes it immediately, and removing a saved notice removes its copy, its status and your note. Clearing the app's storage, or uninstalling the app, deletes everything it has ever kept — nothing survives elsewhere, so there is no separate deletion request to make. A paid membership is held by Google Play, not by the app: it survives reinstalling and can be brought back with Restore purchases.
